Cultural Landscapes in Banat

At the moment in Romania there is little discussion about the importance of cultural landscape, and in cases where the territory is approached from this perspective, there is a lack of a clear methodology of inventory and identification. This unclear approach is detrimental to the protection and enhancement of these landscapes. At the same time there is sometimes a negative perception of the idea of heritage. This, coupled with a lack of education in the field and a lack of civic and community spirit, leads to energy and economic resources being wasted only on single, sometimes isolated monuments that have no real impact on communities. It is in this context that the project Cultural Landscapes in Banat has been developed, which for the moment is being carried out only in the Romanian Banat area, but has the potential to be extended to the national level. It is an experiment to define and apply the concept of cultural landscape on the territory of Banat. As far as the choice of the Romanian Banat is concerned, it is a suitable territory to start with, because of its varied natural landscape, multi-ethnicity, multi-faith character and heritage diversity. The project proposes a theme with an interdisciplinary approach, which has never been done before in Romania. Its main aim is to create a new working tool - ZVP - BANAT Heritage Value Areas, which analyses and highlights the values of the territorial context. It is more flexible than a general urbanistic plan and goes beyond the administrative boundaries of a single locality. In the Romanian context, the built environment and the natural environment benefit from their own set of rules that provide protection from several points of view, but at present there is no working tool that overlaps and facilitates communication between these types of protection. This is why the differences between the sets of rules for each type of heritage often result in a conflicting situation, leading to a deadlock from which landscape and heritage only suffer. The project is structured in several phases : 1. Identification (dedicated to the elaboration of the methodology for the inventory and identification of cultural landscapes and the creation of the cultural landscape map) ; 2. Identity (dedicated to the investigation of the territory in terms of intangible values) and 3. Implementation (dedicated to the transfer of information and tools to the communities in and within the radius of influence of a cultural landscape). The Association for Active Heritage - PACT is an association established in August 2015. Its purpose is to enhance and promote the natural heritage resources and built, safeguarding and recovering urban and rural architectural heritage. The association has carried out the following cultural projects: House with Grace - Topârcea Restoration Summer School, Ambulance of Monuments - Banat, Mine of Ideas Anina.
